This is the part that trips people up.
CELPIP is the simplest test in Canada's system to interpret: its levels were designed around the CLB scale, so CELPIP 9 in a skill = CLB 9 in that skill. No chart needed.
PTE Core reports on the 10–90 Global Scale of English, and IRCC publishes per-skill ranges to convert it. Here's the CLB 9 row — the level that unlocks maximum first-language CRS points:

Neither is "easier" — they reward different things.
PTE Core's AI scoring is consistent and blind to nerves: it measures the same features the same way for every candidate, every time. It doesn't have good or bad days, and it doesn't penalise you for having an accent — it scores intelligibility, not nationality (here's the evidence on PTE and accents). The trade-off: it rewards test-technique, like steady fluent delivery, and can feel unforgiving if you freeze and restart repeatedly.
CELPIP's human raters for Writing and Speaking can credit ideas expressed imperfectly, and some candidates find speaking "to a person's judgement" more natural. The trade-off is the normal variability that comes with human judgement, and content built around Canadian workplace and daily-life scenarios — familiar if you're already in Canada, less so if you're not.
